We make it in our Insta-pot and we've been very pleased. Under pressure it gets tender in as little as 30 minutes. The flavor is very good. As for toughness, I have found that anything marketed as stew meat is rough chewing without slow or pressure cooking. If you want a more tender meat, I suggest buying a chuck roast and cutting that up for your stews, stir fries and cholents.

Braize beef then throw in chulent on low for 8 hour stew or up to 16 hours for Shabbos chulent. Actually quite tasty.
